Town Brook Enhancement ProjectDecember 6, 2011

In July 2010, Lucas Environmental, LLC was awarded a contract with the Stephenson Design Group (SDG) in association with Hancock Adams Associates to provide permitting services for the proposed enhancement and re-alignment of Town Brook through Quincy Center. The Town Brook Enhancement Project proposes to re-align Town Brook through the City of Quincy’s Urban Revitalization District (URD), providing significant environmental and flood control enhancements to the Brook, while also enabling the implementation of the URD.

The project involves the installation of approximately 1,200 linear feet of reinforced concrete culvert and open channel sections with design features that will include: flood control, hydraulic conveyance of Town Brook, and fisheries habitat enhancements associated with the spawning of rainbow smelt (Osmerus mordax) in the Brook.

The project has involved significant coordination with the extensive utility infrastructure and roadway improvements that will be on-going to prepare for and facilitate the construction of the City of Quincy’s vision for the URD. The construction of the URD has been in the planning stages for decades and is a $1.6 billion private/public redevelopment that will restore Quincy Center into a vibrant and exciting place to live, work, and shop. Wide sidewalks, street level dining and shopping, new apartments and condominiums, and attractive structured parking with public open spaces weaved into the historic assets are planned to create an attractive regional destination and desirable location to live.

The Town Brook Enhancement Project included the preparation of an Environmental Notification Form (ENF) filed under the Massachusetts Environmental Policy Act (MEPA) followed by permitting with the Quincy Conservation Commission, Massachusetts Department of Environmental Project (MassDEP), U.S. Army Corps of Engineers (USACE), and the Environmental Protection Agency (EPA), in conjunction with the Massachusetts Division of Marine Fisheries (DMF) and input from the National Marine Fisheries (NMF).
